Solana chosen for Fiserv’s new bank stablecoin platform

Fiserv has launched its digital asset platform with Bank of North Dakota’s Roughrider Coin as its first live use case, opening the system to more than 90 banks and credit unions in the state. Summary Fiserv launched its digital asset platform with Roughrider Coin as the first live banking use. More than 90 North Dakota banks and credit unions can access Roughrider Coin through Fiserv. VersaBank USA issues Roughrider Coin and manages minting, burning, custody and dollar reserve services directly. Solana processes Roughrider Coin transactions while Fireblocks provides secured wallets and tokenization infrastructure for institutions. Bank of North Dakota says Roughrider Coin is unavailable to the public and individual investors. Fiserv said on Oct. 1 that the dollar-backed asset is now running through its banking infrastructure, with VersaBank USA acting as issuer, Fireblocks supplying digital-asset technology and Solana processing blockchain transactions. Fiserv puts Roughrider Coin into live bank use Participating financial institutions can access Roughrider Coin through Commercial Center, the Fiserv system they already use for commercial banking and interbank money movement. Fiserv said the platform now supports issuance, reserve management, custody and settlement for the asset. The launch moves a plan first announced in October 2025 into production. At that time, Fiserv and Bank of North Dakota announced that Roughrider Coin would become the first North Dakota stablecoin built on Fiserv’s digital-asset infrastructure, with rollout planned for 2026. Earlier coverage of North Dakota’s Roughrider Coin plan detailed the state bank’s decision to build the asset specifically for local banks and credit unions. The project was initially presented as a way to support faster bank-to-bank settlement and future payment uses. Fiserv has not disclosed how much Roughrider Coin has been issued, how many institutions have already completed transactions or the value of settlements processed since launch. Its Oct. 1 statement confirms that the platform and first use case are live but does not provide transaction-volume figures. The bank states that Roughrider Coin is a permissioned U.S. dollar-backed token designed exclusively for bank-to-bank transactions among North Dakota community banks and credit unions. Members of the public cannot buy, hold or invest in it. The terminology differs slightly between the project partners. Fiserv and VersaBank describe Roughrider Coin as a dollar-backed stablecoin, while Bank of North Dakota currently calls it a “token deposit for financial institutions.” In both descriptions, the product is restricted to institutional banking use and backed one-to-one by U.S. dollars. Bank of North Dakota provides governance and oversight, but it is not the legal issuer. VersaBank USA, National Association issues the token through Fiserv’s platform. Federal banking records identify VersaBank USA as a national bank primarily regulated by the Office of the Comptroller of the Currency. Banks will not need a separate public crypto interface to use the product. Bank of North Dakota says initiation, approval and settlement take place inside Fiserv’s digital asset platform through the same operational channels institutions already use for ACH transfers and wires. VersaBank issues the token while Solana handles transactions VersaBank confirmed that its U.S. subsidiary is responsible for issuing Roughrider Coin and handling minting, burning, custody and reserve asset management. The bank said the product is the first live deployment on Fiserv’s digital asset platform. Every Roughrider token is backed one-to-one by U.S. dollars, according to Bank of North Dakota. Fiserv handles reconciliation, while BND maintains an oversight role over the system. On the blockchain side, transactions are verified on Solana. Bank of North Dakota says the asset uses Solana’s Token-2022 controls, including permissioning features such as freeze and clawback functions that can be used in institutional settings. Fireblocks supplies multi-party computation wallets and digital-asset infrastructure. BND says participating institutions use Fireblocks-secured wallets alongside automated compliance rules and operational safeguards built for financial institutions. The setup keeps Roughrider Coin separate from a public retail stablecoin that anyone can freely trade. Access controls sit at the token level, while issuance and reserve functions remain with an OCC-regulated U.S. bank. Fiserv is building beyond one North Dakota token Fiserv first announced its digital-asset platform in June 2025 alongside plans for FIUSD, its own bank-focused dollar stablecoin. The company said the platform would plug into existing Fiserv banking products and use its Finxact core-processing system as an underlying ledger. That earlier plan included infrastructure from Paxos and Circle and support for Solana. Fiserv said at the time that its network included relationships with roughly 10,000 financial institutions and six million merchant locations processing around 90 billion transactions annually. The original FIUSD plan on Solana covered interoperability with other dollar-backed tokens and potential integration into Fiserv’s existing banking and payments products. Roughrider Coin is now the first product Fiserv has specifically identified as live on the digital-asset platform. Fiserv’s Oct. 1 release says the platform can support stablecoin card issuance, cross-border payments, programmable commerce and treasury automation. It can also handle tokenized deposits and global currency accounts, including U.S. dollar accounts for financial institutions outside the country. The company has not announced a timetable for putting every planned use case into production. Its earlier FIUSD work included planned interoperability with PayPal USD, after Fiserv and PayPal announced a partnership in 2025 covering domestic and cross-border stablecoin transfers. North Dakota will detail Roughrider Coin rollout next week Bank of North Dakota has scheduled further public discussion of the project during its B3 Forum in Medora from Oct. 5 through Oct. 7. The bank’s event agenda ists a Roughrider Coin press conference for Oct. 5 at 4:30 p.m., followed by a dedicated Roughrider Coin panel on Oct. 7 from 10 a.m. to 11 a.m. The sessions come days after the production launch and are expected to give North Dakota financial institutions more information about the new settlement rail. Bank of North Dakota has not yet published public data showing total Roughrider Coin supply, reserve size or transaction value since the platform went live.
